The city administrator, city engineer and chief of police of the city of North Bend are hereby designated as a traffic committee which shall have the duty of recommending to the council of the city of North Bend the erection, installation, alteration or change of signs, signals, devices and designations for the regulation and control of vehicular and pedestrian traffic and the use of streets.
