No person shall park or stand a bus or taxi on a street in a business district at any place other than at a bus stand or taxi stand, respectively. However, this provision shall not prevent the driver of any taxi from temporarily stopping for the purpose of, and while actually engaged in, the loading or unloading of passengers.
