(1) When a vehicle is found parked in violation of a restriction imposed by this chapter or state law, the enforcement officer finding such vehicle may take its license number, and any further information displayed on the vehicle that may identify its owner, and may conspicuously affix to the vehicle an unsworn written notice of violation (citation) in the manner provided by ORS 221.333.

(2) The citation shall state:

(a) The date, place and nature of the charge.

(b) The time and place for the defendant to pay the fine, submit a written response contesting the ticket, or request a hearing.

(c) The name of the issuing enforcement officer.

(d) The license number for the vehicle.

(3) If parking is subject to a time limit, separate citations may be issued if the duration exceeds multiple increments of the posted time.

(4) Within seven days of the issuance of a parking citation:

(a) The required penalty must be paid;

(b) A written response contesting the ticket must be filed; or

(c) A written request for a hearing must be filed.

(5) The citation shall state the penalties that may be imposed for failure to comply.

(6) The city administrator shall appoint one or more persons to serve as hearings officer(s) to review written responses and to hold hearings. (Ord. 2059 § 6, 2022; Ord. 1986 § 3 (Exh. A), 2014)
