If the owner of the vehicle and any lessors or security interest holders as shown in the records of the Department of Transportation do not contact the city, in writing, within 30 days of the date notice of removal is provided, or 30 days from the date of towing and impoundment if no notice is required, then the vehicle shall be deemed an abandoned vehicle.
