Where a development causes traffic impacts that bring a street below acceptable levels of service, or impacts a street that is already operating below acceptable levels of service, or impacts a street that has a documented safety problem, the TIS shall identify traffic impacts attributable to the development and appropriate mitigation measures. The applicant will be required to implement appropriate mitigation measures approved by the city engineer as a condition of approval of the development. Traffic signals shall be required with development when traffic signal warrants are met, in conformance with the Highway Capacity Manual and the Manual of Uniform Traffic Control Devices.
