The planning commission may modify the standards and requirements of this chapter if the subdivision plat compromises a complete neighborhood unit, a large-scale shopping center, or a planned industrial area. The planning commission shall determine that such modifications are not detrimental to the public health, safety and welfare, and that adequate provision is made within the development for traffic circulation, open space, and other features that may be required in the public interest.
