(1) “City” shall mean the city of North Bend, Oregon.

(2) “Street” shall include any public street, alley, place and easement and shall include the full dedicated width or length thereof.

(3) “Utility” shall include any person, firm, corporation, company, board, or commission, whether public or private, which owns, possesses or maintains over, on or under the public streets, alleys, places, and easements within the corporate limits of the city of North Bend, poles, wires, cables, conduits or pipelines or other fixtures.
