A utility shall be responsible and liable for any damages caused by its failure or neglect to comply with any of the provisions of this chapter, or the rules, regulations and standards adopted under the terms of this chapter for the protection of persons or property, and neither the city nor any of its officers or employees shall be liable for a dangerous or negligently created condition caused by the utility or by the failure of the utility to comply with this chapter or the rules, regulations and standards provided for herein. Nothing is this chapter shall be construed to impose a duty on the city to perform any work which is required by any utility, and a failure of a utility to perform work required by this chapter shall constitute a violation hereof.
