The city administrator may authorize the use of equipment, labor and/or materials of the city of North Bend for street work proposed to be carried out under NBCC 12.16.030; provided, that there is first deposited with the city treasurer an amount estimated by the city engineer to be sufficient to pay for such use of equipment, labor and/or materials.
