The opening or improvement of any street or alley under the provisions of this chapter shall not impose upon the city of North Bend any duty to repair or maintain said street or alley; provided, however, that after the completion of such a street improvement, the council may, after hearing reports from the city administrator and/or city engineer and after making such investigation as it deems necessary, accept such street or alley for ordinary maintenance and repair.
