There shall be no public or private improvement work performed upon any dedicated street, alley or way over which the city of North Bend has jurisdiction unless and until the planning commission of the city of North Bend has filed its approval of such street, alley or way with the recorder of the city of North Bend, or has endorsed the plat of which such street, alley or way is a part.
