In the event that any of the installment payments on connection fees shall not be made promptly and within the time limit therefor under the terms of this chapter, and in the event that all delinquent payments shall not have been paid within 30 days of the date of notice mailed by said city to the owner or owners at the address listed on their connection permit, then the entire balance of the connection fee shall become a special assessment on the land where such connection was made, and may be collected in the manner provided by law for the collection of assessments and liens on real property.
