(1) All fees collected under the terms of this chapter shall be deposited in a special fund to be known as the storm sewer fund, and the monies in said fund shall be used by the city for the payment of principal and interest of any bonds of said city for the repair, maintenance, and operation of the North Bend stormwater sewer system. The fees collected under the terms of this chapter may also be used for the replacement or reconstruction of any part of the storm sewer treatment system and for any upgrades that should become necessary including the construction of new storm sewer facilities in the future.
