No property owner or owners shall be required to participate in the historic preservation program and no penalties will be assessed for a property owner’s refusal to participate, except when a certificate of appropriateness has been issued for an application submitted pursuant to this chapter, in which case penalties shall be as set forth in NBCC 18.92.070.
