Upon receipt of the final plat, the planning commission shall determine whether it conforms with the approved preliminary plat and with these regulations. The planning commission shall approve the plat if it determines that the plat conforms to all requirements and that supplementary documents and provisions for required improvements are satisfactory. If the planning commission does not approve the plat, it shall advise the subdivider or partitioner of the changes or additions that must be made and shall afford the applicant an opportunity to make the necessary changes. Approval of the final plat shall be indicated by the signature of the chairman of the planning commission. Approval of the final plat by the planning commission shall not constitute an acceptance by the public of the dedication of any street or other easement of way, infrastructure or improvements shown on the plat.
