In subdividing or partitioning tracts into large lots or parcels which at some future time are likely to be redivided, the planning commission may require that the lots or parcels shall be of such configuration, size and shape and contain such building site restrictions as will provide for the extension and opening of streets at intervals which will permit a subsequent division of any lot or parcel into lots or parcels of smaller size.
