(1) In all zones except a C-C zone, off-street parking and loading space shall be provided as set forth in this chapter.

(2) For purposes of calculating off-street parking space requirements, “floor area” means the area included in surrounding walls of a building, or portion thereof, exclusive of vent shafts, elevator shafts, mechanical equipment rooms, stairwells, restrooms, and covered or enclosed loading docks.

(3) For purposes of calculating parking requirements in all zone districts, the following types of parking are considered outside storage accessory to a primary type of development and do not add to the minimum off-street parking requirements:

(a) Fleet vehicle storage.

(b) Vehicles for sale, lease, or rent.

(4) On-street parking may count toward 20 percent of off-street parking requirements for residential uses under the following conditions. Each parking space shall:

(a) Be located in a legal place to park (consistent with location standards in city code, such as not next to a fire hydrant or mailbox);

(b) Be located on street, abutting the site (on the same side of the street) and entirely within the site’s property lines that are perpendicular to the street;

(c) Be located on a paved surface; and
