A plan drawn to scale indicating how the off-street parking and loading requirement is to be fulfilled shall accompany the application for a development permit. The plan shall show all those elements necessary to indicate that these requirements are being fulfilled and shall include but not be limited to:

(1) Delineation of individual parking spaces, including the delineation of those parking spaces dedicated to ADA accessible vehicle use and to compact vehicle use.

(2) Circulation area necessary to serve spaces.

(3) Pedestrian pathways as set forth in NBCC 10.12.140.

(4) Location of lighting fixtures.

(5) Access and vision clearance areas for service drives to streets, alleys, and properties to be served.

(6) Curb cuts.

(7) Dimensions, continuity and substance of perimeter screening and interior landscaping.

(8) Grading, drainage, surfacing, and subgrading details.

(9) Delineations of all structures or other obstacles to parking and circulation on the site.
