There is hereby established an emergency management program for the city of North Bend. The emergency management program shall be comprised of the following officials: the mayor, fire chief, police chief, public works director, city attorney, and the city administrator.

The emergency management program shall create and maintain the emergency operations plan.

The emergency operations plan shall provide policies and procedures for city response to and management of emergency situations and for the use of the powers delegated to the city administrator by this chapter. The plan shall, at a minimum, provide for the following:
