The powers, duties and functions of the said entity, as provided in the intergovernmental agreement, include employing and contracting for advertising and marketing services, acquiring property needed for promotional purposes, and budgeting and appropriating dedicated revenues and funds to carry out the purposes of the committee, and reporting its activities to the two city councils.
