There is hereby imposed and levied upon all persons, firms and corporations using the streets, alleys and public easements within the city of North Bend for the operation of a cable television communications system a fee and tax equivalent to five percent of the gross subscriber revenues from such cable communications system received from subscribers within the corporate limits of the city, including separate amounts received from subscribers for the transmission of motion picture films, sporting events, or other special charges or contracts. Gross subscriber revenues shall include gross receipts from all cable communications system installation, service and special charges before any deductions are made therefrom.
