A person aggrieved by a decision of the city recorder may appeal to the city council by filing a notice of appeal with the city recorder within 10 days of service or mailing of the notice of a decision. The city council shall hold a hearing on the appeal within 40 days from the time that the appeal is filed. Council may recess the hearing on appeal to a time specified by the council at the time that the recess is taken. The decision of the city council on such appeal shall be final and conclusive.
