Upon receipt of a completed application which has been sworn or affirmed under penalties of perjury, the city recorder or designee shall issue a certificate of registration which shall be effective for the period of one year. After such period of time, if there is any change in the information provided in the application, other than the estimated period of solicitation, then a new application must be made for a certificate of registration for an additional period of one year. If the applicant swears or affirms that no such change has occurred, then the certificate of registration may be renewed for an additional period of one year without a new application.
