Upon receipt of the written application provided herein, the recorder of the city of North Bend shall refer such application to the fire chief, chief of police and city engineer. If such officers of the city are not satisfied as to the arrangements for fire protection, sanitation and public safety, then they may require changes or additions to the proposal in the application to comply with the ordinances and regulations of the city of North Bend, and to afford adequate protection for the health, safety, and welfare of the public, and if such changes and additions are not made, then the application shall be denied. Upon approval of the application by the fire chief, chief of police and city engineer, then the city recorder shall issue a license upon the payment of the fees provided herein together with the furnishing of evidence of public liability insurance and the delivery of the bond provided in this chapter.
