Whenever a qualified business, whether through expansion or new operation within the city, proposes a net payroll increase for a full calendar year of two new full-time or full-time equivalent jobs within the North Bend area or qualifies for property tax exemption under the Oregon Enterprise Zone Act, it becomes eligible for job credits. The city recorder will issue a “certificate of eligibility” to the qualified business based on its sworn statement of intent, which certificate will state the number of new jobs to be created.
