This chapter shall go into effect 30 days after its enactment by the council, but alarm users shall have 60 days thereafter within which to apply for and be issued permits under the terms of this chapter. For the purpose of determining the number of false alarms for any alarm system during the calendar year 1980, such alarms shall be counted only from and after the expiration of 30 days from the enactment of this chapter.
