For the purposes of this chapter the term “garbage” shall mean and include all and any waste animal and vegetable matter, rubbish, refuse, trash, debris, ashes open or empty cans, waste papers, and any other waste or discarded matter generally, and it shall include articles and things ordinarily and customarily discarded from places of business and from domestic establishments.
