It shall be unlawful for any person, firm or corporation to collect, gather or transport garbage over and upon the public streets of the city of North Bend in such a manner that any part or portion thereof will become scattered or deposited upon a public street or upon any public or private property within the city of North Bend, and it shall be unlawful for any person, firm or corporation to engage in the business of collecting, gathering or transporting garbage with the city of North Bend without having first obtained from the said city a permit, license or franchise for such purpose, and it shall be further unlawful for any person, firm or corporation to use any property within the corporate limits of the city of North Bend as a garbage dump.
