It shall be an offense for any person at or near a fire to conduct himself in a disorderly manner or to refuse to observe promptly any order of any member of the fire department or to resist, obstruct, or hinder any member of the fire department. For the purposes of this section, all members of the fire department shall be endowed with the same powers of arrest as are conferred upon peace officers for violations of the ordinances of the city of North Bend.
