It shall be unlawful for any person, firm or corporation to subdivide or divide into two or more parts and sell one or more such parts of any parcel of land not within a recorded plat, which lies adjacent to a street, alley or way, which has been dedicated to the public in the city of North Bend, but which has not been approved by the planning commission of the city of North Bend, and where such approval has not been obtained, the building inspector of the city of North Bend shall not issue a building permit for such lot or parcel of land.
