Whenever, under the terms of this chapter, any dwelling or building shall be required to be connected to the sanitary sewer system of the city of North Bend, then it shall be unlawful for an occupant or occupants of such dwelling or building to use or maintain any sewage disposal facilities other than said sanitary sewer system, or to live in or occupy any dwelling or building which is not connected to said sanitary sewer system unless application shall have been made for connection and all fees shall have been paid under the terms of this chapter.
