(1) Fees shall be billed to and collected from the responsible party for each occupied unit on a monthly basis. The Coos Bay-North Bend water board is hereby authorized to collect city services fees for occupied units in the city of North Bend, because such occupied units necessarily must benefit from those services described in this chapter. Fees shall be included on the water and/or sewer bill for occupied units utilizing city water and/or sewer. Collections from utility customers will be applied first to interest and penalties, then to water and/or sewer charges and any city services fees.

(2) The finance director shall be responsible for billing and collection from those occupied units not utilizing city water and/or sewer, and for billing and collection from developed properties which are subject to any fee that is not determined by occupation.

(3) Unpaid fees shall be a debt due to the city of North Bend, and when such debt should become 30 days delinquent, late fees may be added. Charges may be collected through any remedy lawfully available to the city, including but not limited to a civil action in the name of the city against the responsible party.

(4) Nothing contained herein shall be construed as limiting the city’s authority to levy special assessments in connection with public improvements pursuant to applicable law. (Ord. 2026 §§ 2, 3, 2018; Ord. 2009, 2017)
