The fee amount shall be set by city council resolution, and it shall be charged to the responsible party for any developed property by occupied unit. The fee amount shall be reviewed and updated annually during the city’s budgeting process. Consideration may be given to information regarding department resources, crime rates, safety, prevailing rates of compensation and other criteria relevant to safety and best practices of the police department. The fee amount shall not exceed $15.00 per month per occupied unit, nor be increased in any amount, except upon approval by a majority of the electors of the city on a May or November regular election date.
