After receiving written notice from the city of North Bend to replant, cover or otherwise stabilize a specified area, the person or persons having the duty to perform such work as provided in NBCC 15.20.010 shall perform such stabilization within 30 days from the receipt of such notice. Within the time limits for the completion of the stabilization, any person receiving notice or having a duty to perform such work may deliver to the city administrator a written request for an extension of time stating therein the reason for such extension and the amount of additional time requested, and, for good cause shown in such request, the city administrator may grant an extension not to exceed 10 days, and the city council may grant such extension as may be justified by the circumstances.
