(1) Preparation of Agenda. The city administrator shall prepare a written agenda for all meetings. The mayor will meet regularly with the city administrator to review scheduling and agenda items.

(a) The city administrator may change the agenda at any time prior to the start of the council meeting.

(b) The presiding officer may change the agenda after the start of the meeting.

(2) Placing Items on Work Session or Meeting Agenda by Councilors.

(a) Any council member may request that a matter be placed on a work session agenda for a brief discussion by the council, provided the item is submitted to the city administrator at least five days prior to the work session at which time the item is to be discussed. The ability of a council member to request a matter be placed on a work session is limited to only one item or issue per work session.

(i) The initial discussion of each item should generally not exceed 15 minutes unless a majority of the council decides otherwise.

(ii) If a majority of the council wants further discussion as an agenda item at another work session or a regular meeting, the city administrator will endeavor to schedule the matter within the next 30 days.

(b) A request from a councilor for action items (such as a resolution, ordinance, or amendment to the municipal code) requires the express concurrence of a majority of the council in order to be placed on a future council regular meeting agenda. If approved, the city administrator will schedule the matter for a regular meeting, doing their best to bring the matter before the council in the next 30 days, after having considered staff time and resources required to ensure the action item can be properly considered.

(c) All councilor requests, whether for a work session or regular agenda item, should be considered by the council in light of its goals and priorities, as well as staff capacity and availability, especially those that are time-intensive.

(d) The council acknowledges that, notwithstanding this subsection, some items (such as those that are legally time-sensitive, uncontroversial, or straightforward) may have unanimous consent from the council to move forward immediately as agenda items. Such items may do so without having to follow this subsection.

(3) Postponing an Agenda Item. Any councilor may request that an item on the agenda be postponed to another meeting if they are unable to attend the meeting at which the item has been scheduled. The request to postpone an agenda item must be made in writing, and submitted to the city administrator and mayor as soon as reasonably possible. The request to postpone shall be reviewed and given due respect by the council; a majority of the council may choose to grant or deny the request for postponement.

(4) Packet. A packet including the agenda and supporting materials will normally be available to the council at least four days prior to the meeting.

(5) Order of Business. Regular council meetings will generally contain the following categories, unless the presiding officer or a majority of the council changes the agenda as doing so appears to be in the best interest of the public. Any changes in the agenda will be announced by the presiding officer.

(a) Call to order.

(b) Flag salute.

(c) Proclamations and announcements.

(d) Consent calendar.

(e) Items removed from the consent calendar.

(f) Public comments.

(g) Public hearings.

(h) Ordinances.

(i) Resolutions.

(j) Public contracts and public procurements.

(k) Miscellaneous items (including policy discussion and determination).

(l) City administrator’s report.

(m) Committee reports.

(n) Council comments.

(o) Other business.

(p) Adjournment.

(6) Consent Calendar. In order to make more efficient use of meeting time, the city administrator will place all items of a routine nature on which no debate is expected on a consent agenda.

(a) Any item placed on the consent agenda will be disposed of by a single motion “to adopt the consent agenda” which shall not be debatable.

(b) Any member of the council can remove an item from the consent agenda by voice request prior to the vote to adopt the consent agenda. Any matter removed from the consent agenda will be discussed and considered as an action item at the meeting.

(7) Mayor and Council Comments. The portion of the meeting reserved for mayor and council comments is intended to provide the mayor and council an opportunity to speak on items that have not yet been previously discussed or heard by the council or members of the public. No member of the council or mayor may have the floor for more than five minutes during this agenda item. (Ord. 2065 § 1, 2023; Ord. 2052 § 1, 2021)
