Applicants whose record shows a history of felony conviction or convictions of misdemeanors involving moral turpitude or theft will be carefully considered to determine whether the applicants possess character traits which would entitle them to public trust and confidence. Each case will be considered on an individual basis taking into account relevant factors such as age at the time of the offense, type of offense, subsequent rehabilitation, and duties of the position.
