From and after the effective date of the ordinance codified in this chapter, no person shall conduct, own, lease, manage, operate or assist in the conducting, owning, leasing, managing or operating either as owner, lessee, principal, agent, master, employee or otherwise an entertainment club within the city unless a license as provided for in this chapter is first obtained.
