The license fee for entertainment clubs shall be determined by council resolution. License fees shall be payable annually and shall expire on the thirty-first day of December of each calendar year in which the license is issued. License fees shall not be prorated for the balance of any calendar year. No license shall be issued for any sum less than that set by the council during any portion of the calendar year.
