(1) Except as expressly authorized by NBCC or council resolution, at all times it is unlawful for any persons to establish, use, or occupy a campsite in the city of North Bend.

(2) A person or persons camping in a vehicle must adhere to all city regulations related to parking in public rights-of-way. See Chapters 10.04 and 12.08 NBCC.

(3) Except as expressly authorized by NBCC or council resolution, it shall be unlawful for any person to camp or maintain a campsite on any publicly owned property during the hours of 7:00 a.m. to 7:00 p.m. unless otherwise posted.

(4) Except as expressly authorized by NBCC or council resolution, it shall be unlawful for any person to store personal property, including camp facilities and camp paraphernalia, on any public property during the hours of 7:00 a.m. to 7:00 p.m. unless otherwise posted.

(5) A person or persons camping may not use fire or open flame in the course of keeping warm and dry, excepting fire pits and appliances approved by the North Bend fire department in writing.

(a) Fires in approved fire pits shall not be authorized during “High” or higher fire restrictions as set by the State Fire Marshal.

(6) It shall be unlawful for any person to store personal property within public rights-of-way.

(7) Notwithstanding the provisions of this chapter, the city administrator or designee may temporarily authorize camping or storage of personal property on public property by written order that specifies the period of time and location:

(a) In the event of emergency circumstances;

(b) In conjunction with a special event permit; or

(c) Upon finding it to be in the public interest and consistent with council goals and policies.

(8) Camping may be expressly authorized on public property set by a council resolution regardless of zoning or other restrictions herein. (Ord. 2069 § 2, 2023)
