It shall be an offense for any person to place or permit any contaminating, deleterious or offensive substance in any stream, well, spring, brook, ditch, pond or other inland waters within the corporate limits of the city of North Bend, or to place any such substance in such a position that high water or natural seepage will carry the same into such waters.
