It shall be an offense for the owner, tenant or occupant of any building or structure to permit rainwater, ice or snow to fall from any building or structure onto any street or sidewalk, and it shall also be an offense for such owner, tenant or occupant to fail to maintain in a proper state of repair adequate drainpipes or drainage system sufficient to prevent water from falling upon a street or sidewalk.
