(1) A street maintenance fee is hereby established and shall be based upon the following:

(a) The city’s priority corrective and preventative street maintenance projects, with reference to the city’s most recent street utility fund study.

(b) For residential property, the fee shall be charged on a per occupied unit basis.

(c) For nonresidential property, the fee shall be charged on a per occupied unit basis. Nonresidential fees may be calculated using the required number of parking spaces, size and location of the building, number of employees, and other sites with similar use.

(2) The amount of the street maintenance fee shall be set by council resolution.

(3) The street maintenance fee program shall be reviewed annually as part of the city’s budget process. (Ord. 2010, 2017)
